The government is offering a $680 million settlement to American Indians who say they were denied Agriculture Department farm loans. The two sides met on Tuesday to present the settlement to Judge Emmet G. Sullivan of Federal District Court. The agreement also includes $80 million in debt forgiveness. Individuals who can prove discrimination could receive up to $250,000. A hearing on the deal is set for Oct. 29.
